Vlad Negura (ヴラド ネグラ / Burado Negura) is a British Earl, precisely the Earl of Nottingham. He's also the Royal Knight of Queen Victoria II. and the chairman of the Vampire Hunter Order.
Appearance[]
As a British Earl, Vlad strictly abides with the noble dresscode that Queen Victoria II. set up. He's wearing a red earl's attire mixed with golden stripes. Like Slaven he has two different eye colours, red and yellow. His hair is pitch-black just like Slaven's.
Personality[]
Vlad has a sharp mind and personality; albeit gentle, he can be really strict and demanding. Since he's affiliated with the English Purist Church - next to the Orthodox churches of Greece and Russia one of the main churches opposing the Vatican - he appears distant to the True Cross Order and generally seems to dislike exorcism.

Vampire Hunter Arc[]
Like Mephisto, Vlad is also the principal of an academy, namely the Vampire Hunter Academy. Rin, Yukio and Aoi get sent to said academy by Mephisto in order to punish the vampires that hunt the True Cross Academy.

Mephisto and Vlad seem to be what you call "old buddies". Mephisto also seems to be the only one out of the True Cross Order that Vlad likes. Their exact relationship is unknown.
